Prohibited weapons
Any physical persons may export, import and transit across the customs border of the Customs Union any civilian and service weapons, any main parts thereof and cartridges thereto as specified in section 2.22 of the Unified List of Goods, for personal purposes subject to prohibitions and restrictions fixed by the member-states of the Customs Union.

Importation to and exportation from the customs territory of the Customs Union of civilian weapons, any main parts thereof and cartridges (their parts) thereto, any articles structurally similar to weapons, by individuals for personal use, shall be made in pursuance of a conclusion (permission document) for importation or exportation of weapons issued by an agency exercising control in the sphere of trade in weapons in accordance with the legislation of the Customs Union member-state.

In accordance with the Government of the Russian Federation Decree dated September, 23, 2010, No 1567-r the issuance of the specified permits is carried out by Main Directorate for the Protection of Public Order and Coordination of Interaction with Executive Authorities of the Constituent Entities the Ministry of Interior of Russia (ul. Zhitnaja, d.16, Moscow, 119049).

No permit is required, in case of existence of a conclusion (permission document) issued by a governmental agency of a member-state of the Customs Union, exercising control in the sphere of trade in weapons, for:

- for import into the Customs territory of the Customs Union weapons bought in the third country for personal use by individuals, in accordance with the legislation of the State - member of the Customs Union;

- for temporary import and export of arms by individuals or sports organizations to participate in sports activities in accordance with the legislation of the State - member of the Customs Union;

- for temporary import and export of arms by individuals to participate in hunting, in accordance with the legislation of the State - member of the Customs Union;

- for export of arms by individuals leaving for permanent residence, and the import of weapons by individuals entering a permanent place of residence, in accordance with the legislation of the State - member of the Customs Union;

- for temporary export of weapons by persons or legal entities for participating in exhibitions held outside the territory of the Customs Union in accordance with the legislation of the State - member of the Customs Union;

- for import and export of goods constructively similar to arms in accordance with Appendix No 1 to the Regulations, unless the other is provided by the legislation of the State - member of the Customs Union;

- for import and export of weapons that have cultural value and not related to antique weapon;

- for import of weapons for testing in order to confirm conformity (certification or declaration of conformity);

- for temporary import and export of copies and replicas of antique weapons by physical persons and legal entities for participation in historical and cultural events, provided this is set forth by the laws of a member-state of the Customs Union.

Thus, when moving across the customs border of civil weapons, their main (composite) parts, ammunition (or parts thereof), products constructively similar to arms an individual shall submit to the customs authority together with the Passenger Customs declaration the permit issued by the Ministry of Interior of Russia for importation/exportation of civil weapons, their main (composite) parts, ammunition (or parts thereof), goods constructively similar to arms.
Import and export of firearms, the throwing and pneumatic weapons manufactured before 1899, with the exception of firearms made for shooting using unitary center-fire ammunition, as well as other cold arms made by the end of 1945 (hereinafter - the antique weapons), are carried out in accordance with the requirements of the Regulations on the import into the Customs territory of the Customs Union, and export from the Customs territory of the Customs Union of cultural valuables, documents of national archival funds and archival documents originals.

Import and export of weapons which have cultural value and are not related to the antique weapons, are carried out including in accordance with the requirements of the Regulations on the import into the Customs territory of the Customs Union, and export from the customs territory of the Customs Union of cultural valuables, documents of national archival funds and archival documents originals.

Individuals import and export antique weapons for personal use on the basis of a conclusion (permission document) issued by the authorized body of the State – member of the Customs Union exercising control over exportation of cultural valuables, documents of national archival funds and archival documents originals.

In accordance with the Government of the Russian Federation Decree dated September, 23, 2010, No 1567-r the issuance of the specified permits is carried out by the Ministry of Culture of the Russian Federation (M. Gneznikovsky per., 7/6, str. 1,2, Moscow, 125993).

Weapons which have cultural value but are not related to antique weapons are moved through the customs border taking into account the rules of the Regulations in section 2.22 of the importation into the Customs territory of the Customs Union, the export from the Customs territory of the Customs Union and the transit through the customs territory of the Customs Union civil weapons, their main (composite) parts, ammunition (or parts thereof) and the Regulations for section 2.20 on the importation into the Customs territory of the Customs Union, and export from the Customs territory of the Customs Union of cultural valuables, documents of national archival funds and archival documents originals.

Antique weapons and weapons having cultural value are subject to customs declaring accompanied by submission of a Passenger Customs declaration.

In accordance with paragraph 9 of Annex 3 to the Agreement between the Government of the Russian Federation, the Government of the Republic of Belarus and the Government of the Republic of Kazakhstan «On the order of moving goods by individuals for personal use across the customs border of the Customs union and fulfillment of the customs operations connected with their release» of June 18, 2010 cultural valuables, provided they are attributed as such under the laws of the State - member of the Customs Union, regardless of the Customs value and weight are imported into the Customs territory of the Customs Union with exemption from Customs duties and taxes.
